I am pleased to provide the PMI Mass Bay chapter financial results (unaudited) for the year ending December 31, 2006. Rather than a dry set of accounting statements based on our Chart of Accounts, I have chosen to present our results from a member’s perspective. Our members fund our activities and administration and it is for our members that the Board of Directors continually seeks to provide value. Therefore, I have grouped items into categories that I hope you will find meaningful.   
 
I would like to offer a few words of appreciation to our Treasurer, George Pitts, who ably pays the bills and deposits the checks for the chapter. As VP of Finance and Administration, one of my duties is to provide financial reports and analyses for the board and membership.   
 
     Revenue Highlights
 
Member Dues up 8% over 2005 and 15% ahead of 2006 budget
 
Net training revenue decreased 23% from 2005 due to a reduction in the number of courses offered
 
Interest income more than doubled due to higher rate and maintaining more funds in income-earning

Presentation Summary:

The drivers of Project Management in a biopharmaceutical manufacturing environment are different from the usual cost, schedule, and resources constraints. Overriding concerns are compliance with regulations (e.g., cGMP, GAMP, CFR 21 Part 11, SOX) and supply of product to patients. The presentation will focus on the following topics of particular interest to PMI members:

* Overview of the project (implementing a suite of applications (ERP, MES, LIMS, Integration) to support a biopharmaceutical manufacturing environment);

* The vastly different definitions of Quality between PMBOK and a typical cGMP environment (i.e., Quality from a PMBOK perspective focuses on meeting customer needs broadly defined, while Quality from a cGMP perspective has a focus predominantly on compliance with FDA regulations, particularly cGMP, CFR 21 Part 11); and

Linda F. Desmond, PMP, Chapter President Ever wonder what goes on at the Board of Director meetings? Probably not, so I thought an article about Board meetings would be an interesting topic.  Board meetings are held monthly. We debrief from the prior meeting and look at areas where  we can improve. We respond to the meeting survey, work on new business, and plan for upcoming events and meetings.
 
You can imagine that if feedback was written by the current board, we would write nothing but wonderful things about ourselves, so we thought that asking new board members or committee members to write their first impressions of what it was like to attend their first meeting. Little did these first timers expect that they would be assigned this action item.

Practical Seminars Before Chapter Meeting are Very Popular

Last month, Steve Mondazzi, PMP gave a 45 minute “Earned Value Basics” mini-course prior to the meeting. Because this was a concept which we wanted to test, seating was limited to only 25 registrants.  
 
Our survey last month asked respondents if they would like us to continue this type of tiered programming on meeting nights. The response was an overwhelmingly in favor (92 percent).  Furthermore, the list of possible topics generated by the respondents exceeded 45 practicums (wbs construction, a PMBOK Comprehensive Series, SOX, six sigma and software tools, to name a few).

PMI Mass Bay Chapter Attendance On the Rise!
Speaker Only-Pay at the Door Option Phased Out Soon

If you attended the January 2007 Chapter meeting you may have noticed that you were among a large group of friends! That’s right, attendance at chapter meetings is growing and space is getting scarcer.  Your Board of Directors is working to relieve the situation. The most obvious answer is to book bigger rooms in the future. To do this without incurring much larger uncovered costs, we need to be as sure as we can of the attendance at chapter meetings. In addition, the Burlington Marriott must have adequate advance notice in order to free up enough room for us. These concerns cause us to ask for your help as we take the following steps:
 
1.  Register as early as you can! This allows us to get an early count and helps us to anticipate the need for space. 
 
2.  If you cannot register on-line for the meeting due to a sold out situation contact the meeting administrator at
theoffice@camihq.com as early as possible. This will allow us to work with the Burlington Marriott in a timely manner to see if additional space is available for the current meeting.  
 
We will be eliminating the Speaker Only Pay at the Door option to our chapter meetings. 
Historically, only about half of those who use this option actually are able to show up. As a result, we get an inaccurate count of people coming to the meeting

An informative, entertaining, and very useful presentation on the concept of earned value and project performance was given by the January guest speaker, Jack Nevison.  
 
As Fleming and Koppelman define earned value, it is –

·         What you physically got for what you actually spent
·         The value of the work accomplished
·         The measured performance
·         The Budgeted Cost of Work Performed (BCWP)

However, in the real world earned value is measured in terms of labor values – “staff month, staff week, staff day, et cetera” per Nevison. Progress measurement is often based on milestones completed and/or earned value. Often when a project manager asks a team member “How much have you gotten done?”, the answer is either 0% or 100%, and typical answers are 50% or 90%. One clever engineer said “ I’ve spent 90% of the money, and I’ve completed half of the project milestones”, quoted Nevison.
